Mediation is conducted in disputes between landowners and expropriating authorities when the parties are unable to agree on the route, situation or design of a public improvement or on what fair compensation should be paid for the required land or easement. Mediation is initiated when a request for assistance is made to the Public and Private Rights Board under The Expropriation Procedure Act.
